Proposed Changes to Maryland Voting: A controversial set of measures was proposed in the legislature to change the way Marylanders vote. Among the proposals: Opening the polls for many days, increasing penalties for "obstructors" and new rules for absentee ballots. The opposition sees it as an attempt to change the rules in order to get the State House back in Democratic hands in an important election year.

Debate to Add Bay's Native Oyster to Endangered List: As the debate of the introduction of the Asian-Oyster into the Chesapeake Bay continues, a Maryland environmental consultant has begun the process of getting the Bay's native oyster on the federal endangered species list. State Circle examines the impact a move such as this would have on the Bay's health, the oyster population, and the people who make their living from the oysters.

Battle Over the Swans: There has been a battle in Maryland over the exotic Mute Swans. The Mute Swans are not native to this area and according to the DNR and other organizations including The Audubon Society and Chesapeake Bay Foundation the birds are harmful to the eco-system. The DNR plan is to control the population. Opponents say there are other options available instead of killing the birds and believe the data is flawed.

Asian Oyster Debate: Part of MPT's Chesapeake Bay Week special programming, State Circle explores the politics surrounding the state of the Chesapeake Bay and the introduction of a non-native oyster. Oysters are essential to clean the bay and to sustain bay oysterman. There has been hot debate in Annapolis over introducing a non-native oyster (Asian Oyster) into the bay as a method to clean up the bay. Proponents, including the governor, want to proceed with the plan as a way to start the process as soon as possible, while some state officials want to study the process fearing more harm to the bay.

Immigrant Driver's Licenses: Although there was no real movement on the attempt to keep illegal immigrants from getting driver's licences in the Maryland Legislature, legislation nationally is almost sure to pass which may give all immigrants the right to driver's licenses. Opponents to this say there's a national security concern while those for the measure say these illegal immigrants are a vital part of our economy and should be given access to drive.

Wal-Mart Bill: The controversial "Wal-Mart" bill caused a stir around Annapolis this session. The bill, singles out large businesses (only Wal-Mart currently qualifies) to chip in additional healthcare money. Proponents say the company should pay it's fair share while opponents including the Governor, say the bill is anti-business and bad for the state.

Minimum Wage: The recent Minimum Wage bill passed in the 2005 session would raise Maryland's minimum wage above the national figure. What will be the effect on low wage employees, businesses and job creation? Lawmakers in Annapolis failed to override Governor Ehrlich's veto of a living-wage bill that would have required state contractors to pay workers $10.50 an hour.
